imdb has no movie under this title, but Billy Sullivan’s credits lists a batch of shorts where he plays “The Information Kid.” That was his only name. The stories were mysteries set in the racing world, and the Kid solved the crimes. Example:
The Information Kid left the stall, walked along the corridor, and turned on a wall light. Then he came back, and surveyed his captive.
"Some little frame-up, ain't it, pal?" he leered, and in his voice there was a note that struck terror to the heart of Murdoch. Guttural pleadings escaped from the sponge and wrappings.
"No use," said the Kid. "From now on, I'm going to do all the talking. I'm going to tell you the story of Jimmy Whiskers and the empty stall that he's been keeping for a dead horse."
