It opened in 1913 with two wings. The third was added 12 years later, and you can ask yourself for as long as you like why they didn't try to make the base look consistent.

It's not a defect in the drawing; that's how it looks. Perhaps the ommission was intended to make the main entrance obvious, lest people try to enter in the middle - a natural assumption.
